These levels are where those detectives who are skilled enough (to have not faced the wrath of Basil, and to have been promoted up from the cubicles). They each have their own offices, and are able to choose their clients directly after Basil's subordinates have, and before the Ground Level people have.

Where the normal, slightly less pair detectives of Shawl mostly work, along with a few exceptions who work in the upper floors.
These are the people most likely to face Basil's wrath, even though they don't personally work with him.
